As from 1 April 2009 all Health Promotion Agency responsibilities have been transferred to the Public Health Agency.

Board meeting
The next meeting of the HPA Board will be held at 3.30pm on Thursday 10 November 2006 in the Health Promotion Agency.
Introduction The
work of the legacy HPA was managed by a Board made up of 10 members up until the 31 March 2009.
They were appointed by the Minister for Health through the DHSSPS.
Each member brought a particular business or health related
expertise to the HPA through their role as Board member,
and together the Board provided an independent perspective
on issues of strategy and performance.
The Board met
four times a year to discuss strategy, monitor the performance
of the HPA and assist in the development of priorities
and policies. Board members acted in a personal rather than
a representative capacity and non-executive members, apart
from the Chair, gave their services without remuneration.
Ms
Alice Quinn (Chair) Ms Quinn was Chair of the
Health Promotion Agency. She joined the HPA after a
high profile career in retailing with Marks and Spencer
both in the UK and mainland Europe spanning almost
30 years.
Dr
Brian Gaffney
Dr Gaffney was Chief Executive
of the HPA.
He worked as a GP and then as a consultant in Public
Health Medicine.
Mr
Anthony Harbinson
Mr Harbinson joined the
Northern Ireland Civil Service in December 2001 after
15 years in the Health Service. He was Director of Finance
with the Mater Health and Social Services Trust and
before that was Director of Finance for the Eastern
Multifund and the Eastern Area Ambulance Service Trust.
Mrs
Valerie Owens
Mrs Owens lives in Belfast and is Practice Development
Manager with the Probation Board for which she has worked
for the past 30 years. She has worked in inner city neighbourhoods
and has been involved in intermediate treatment programmes
with young offenders.
Mrs Janet Leckey
Mrs Leckey has been a research fellow in educational
development at the University of Ulster. In 1997 she
was appointed a lay panel member in the Family Proceedings
and Youth Courts. She is actively involved with CRUSE
Bereavement Care, chairing different sub-groups within
the organisation and working as a counsellor.
Mrs
Tina Gallagher
She has been employed from August 2003 as Director
of the Inland Revenue in Northern Ireland with responsibilities
for delivery of Tax, Tax Credit and Child Benefit Business.
Prior to this she held the post of Deputy Director
with the Inland Revenue.
Mr
Tom Moore
Since
1992 he has been employed as Education and Training Officer,
providing programmes of training and Health
and Safety Coordination with the Irish Congress of
Trade Unions. He is currently a member of the Southern
Investing for Health Partnership and Chairperson of
the Newry and Mourne Local Strategy Partnership.
Mrs
Mary MacDonnell
She
currently works for Down Lisburn Health and Social Services
Trust in Lisburn Health Centre as Primary
Care Manager, Services for Older People. She was previously
employed as a Senior Social Worker in Downshire Hospital,
Downpatrick, and in Stewartstown Road Health Centre,
Belfast.
Professor
Stewart McNulty
From
1992 until his retirement in 2001 he was employed by the
Department
of Agriculture and Rural Development
as the Department’s Chief Veterinary Research
Officer and Professor of Veterinary Science in Queen’s
University (joint appointment). He had responsibility
for the work of the Department's Veterinary Sciences
Division and carried out teaching and management duties
in Queen’s University.
Dr
Colin Sullivan
He has been the Director of NICARE within the Central
Services Agency of the Health and Personal Social Services
for the last five years. NICARE is the international
development unit for the Northern Ireland Health and Social
Services
and Dr Sullivan has worked on healthcare issues in
over 30 countries worldwide.
